Purge still used when akamai is disabled

Problem/Motivation

When configuring akamai as purger and disabling akamai purge requests are still going through. Ideal would be that also the purgeRequests are not being fired when akamai's kill switch is enabled.

Steps to reproduce

Configure Akamai as purger.
Set the Akamai killswitch to 'disabled' to TRUE.
Purge Requests will still fire.

Proposed resolution

In the function purgeRequest(...) {...} add a second check towards the akamai.settings:disabled settings and block requests.
