Problem/Motivation

While allowing Drupal users to authorize posting to accounts is good, some use-cases just need the site to have a single facebook account, in which case it feels funny providing roles the permission to authenticate. It would make more sense to also support authorizing posting in the site settings context, rather than the user context. This should not remove any existing features, only add a new way to authorize the app to post, in such a way that the account is not tied to a user.

User interface changes

Add a "Sitewide Account" tab to the Social Post Facebook settings. The tab should basically just have a copy of the form when an account has not been added in this context. After an account is added, there should be a table that shows the added account and exposes the delete operation. The interface is basically a copy of what you see on the user edit page.
