Open in new window can't turn off

Problem/motivation

Once the "opens in new window toggle" is turned on, it can't be turned off using the UI.

Steps to reproduce

  • Create Text component
  • Add media inside the editor
  • select media, create link
  • add link url, click advanced, toggle Opens in new window to “on”
  • save, preview, and you’ll see the icon.
  • edit page, open up the link settings for the media and the “Opens in new window toggle” switch will appear to be “off”.
  • Toggle the switch from off to on to off and it will still not turn off the feature.
