Problem/Motivation

We want Project Browser to be able to show carefully curated lists of projects, chosen by curators. The list should be remotely updateable.

Proposed resolution

Add a new recommended source plugin, which pulls an explicit list of projects from a local file or a remote URL. The remote file should be a YAML file with arrays of arguments to the Project object constructor. Things like the usage total and maintenance/coverage flags are always hard-coded, because the nature of the file is that it is curated, so presumably it will not contain anything that is out of date.
