Fix test failures

PHPStan and PHPUnit are reporting errors when using the latest GitLab template, which upgrades to PHPStan 2 and PHPUnit 11.

Pin the template version to 1.9.6 (the last working version) until support for PHPStan 2 and PHPUnit 11 is added to the Registration module.
