Convert plugin implementations to attributes

Problem/Motivation

I see that Commerce Stripe 2.x requires Commerce 3, therefore we can safely convert the payment gateway plugins, payment method types and checkout panes defined to attributes.

I would say this is a low hanging fruit, but it needs to happen at one point as this currently triggers deprecations while running tests (that are hidden but still)...
