Prettier is scoped on files that are excluded from linting

There are some paths that prettier:fix acts on that are excluded from linting

As a result, we merged some changes of non-prettier JS that will be changed anytime we run npm run prettier:fix

Quick fix: Run prettier:fix on the current 0.x so other works-in-progress can run it without additional files changing
Longer term solution: Get eslint and prettier's ignores in sync. Some decisions will need to be made here - do we reduce prettier scope or increase eslint?

Quick fix is in, but we should still look into reconciling the eslint and prettier ignores.
