Yea, it could probably be documented better.
I think the missing information is implied but not stated.
You have to have a content type using taxonomy and content of that type created.
Then you fill in the form.
Then you place the block via the block admin.
It's been a while and I haven't actually verified these steps but I think I'm close. I'll verify this before updating the README.
