Annotations on links without a template can't be restored or covered by auto-layout

Problem/Motivation

When an annotation is attached to a flow item in bpmn which doesn't have an attached template, it won't be stored in ECA and therefore the ID is being lost when we re-open that model either without raw data or when trying to use the auto-layout, which also wants to re-arrange the annotations.
