[Meta] Provide operations that replace existing Ajax API commands

Problem/Motivation

This is a tracking issue for creating instances of HtmxOperationInterface that provide equivalent functionality to our existing ajax commands. In some cases we will decide that the existing command is not needed and note that here:

Link an issue or comment on why it is not needed for each existing command.
