No regions, all blocks in one colume

Part of this issue is that at entry is not added to the subtheme's libraries.yml file of the form:

subtheme-name.layout.page:
  css:
    theme:
      styles/css/generated/subtheme-name.layout.page.css: { }

The same problem was reported here:

more than 6 months ago. Not a single message from the maintainer in all that time, nor did he respond to the direct message. The theme seems abandoned.

@ultimike, so if i enter this part in the yml file manually it should work?
