drupal_cms_starter recipe tries to grant "access toolbar" permission, which doesn't exist

This is a definite bug. Drupal CMS 1.2.0 switched to Gin 5, which requires Gin Toolbar 3, which drops the Toolbar dependency. It was fixed in 2.x, but was an apparent oversight in 1.2.x.

I'll merge this and tag a patch release of drupal_cms_starter.

Merged into 1.2.x; 2.x already fixed this, so no need to cross-port. Thanks!
