Content lock configuration does not account for bundle or entity types going away

Problem/Motivation

content_lock.settings has bundles and entity types listed in it but it does not account for entity types or bundles being removed. It also stores configuration for entity types that are not being locked resulting in more information in the config than necessary.

Rejig the config so that it is removed when entity types and bundles are.
