Can not change region order

In Drupal 11.2:
I am trying to change the layout via /admin/appearance/settings/my_subdomain.
I choose "treecol source ordered 3 6 3" and supposed sidebar-first + content + sidebar-last, but I get the same with every choise.
I have checked that all files is saved (no restrictions).
