At least half the time after clicking the red “Update” button on a Layout block, the page displays in a Preview mode instead of the Layout mode. The revision isn’t saved yet since one had not been entered. So, to continue editing the page, I click the Layout tab and then edit the additional blocks. I repeated this steps multiple times in order to finish editing all of the Layout blocks on the page. Note that sometimes, I was able to update a block and still remain in the Layout mode. After I finished editing all of the blocks, I was able to save a revision note and it automatically unlocked the page.
