Client is not enabled for consumers

Problem/Motivation

When configuring with a free microsoft account we see these options when setting up the secret.

When a paid microsoft account does it, they do not have these options and the resulting configuration (multi-tenant or same domain only) both result in:

unauthorized_client: The client does not exist or is not enabled for consumers. If you are the application developer, configure a new application through the App Registrations in the Azure Portal at https://go.microsoft.com/fwlink/?linkid=2083908.
