Move procedural _workflow_notifications_TYPE_trigger() to WorkflowNotificationInterface::sendMessage()

Problem/Motivation

As indicated in the @todo statements, the function _workflow_notifications_TYPE_trigger() for MAIL and SMS should be moved into a OOP service.

Steps to reproduce

Proposed resolution

Instead of into a new service, the proposal is to move the code into the WorkflowNotificationInterface objects, allow inheritance and reuse of code.
