Allow moving security issues to a new project

This should be ready to deploy, which I’m not doing before the US holiday weekend.

https://git.drupalcode.org/security/22-contribution_records-security/-/i... shows this working. When a security team member changes the project name in the title, this is triggered.

I need to update https://www.drupal.org/drupal-security-team/security-team-procedures/sec... → before closing.
