Plugin config validation may fail due to plugin failure

Problem/Motivation

When validating submitted configuration values, each plugin gets validated individually in \Drupal\modeler_api\Component::validate. In some yet to be identified situations, a plugin may not be available and that currently causes subsequent exceptions.

Proposed resolution

Check for that situation and skip validation of a non-existant plugin.
