Settings: Tab Management missing

Problem/Motivation

In this version of Open Social the Tab Management section on the Group Create/Edit Page of Settings does not appear per the instructions here: https://communitytalks.getopensocial.com/manual-features-and-site-settin...

Steps to reproduce

1. As group manager create a new group or edit and existing group using a version 13.0.0-alpha23 installation
2. Navigate to setting on the resulting page
3. Tab Management does not appear
