Pasting elements from clipboard is not creating unique new ids

Problem/Motivation

When we copy and paste elements to and from the clipboard, the library is supposed to generate new ids for each element and making sure they are unique. This doesn't seem to happen. It may be caused by an upstream bug, or it's caused by the bpmn_io override of IDs when we prefix them with plugin ID.
