When selecting elements, the expected behaviour depend upon that element already having an assigned template or not. If it has no template yet, the template chooser should appear and afterwards the config form in the off-canvas wrapper. If it already has a template, the config should appear directly.
I've seen several issues where this doesn't always work as expected:
