[12.x] Enforce $cacheability parameter in EntityListBuilderInterface::getOperations and EntityListBuilder::getDefaultOperations

Problem/Motivation

In 🐛 Views entity operations lack cacheability support, resulting in incorrect dropbuttons Needs work we added an optional second parameter with the intent to make it mandatory. In the next major version, this requires we update the signature and implementations to always expect it.
