Some entity operations appear as duplicates

Problem/Motivation

There are many circumstances on when an edit operation (and a few others) is required. They can come from the default list builder, and they can come from modeler API. The latter has to check various context information as well, e.g. depending upon the number of available modelers, i.e. none, one, or more.

Proposed resolution

Let's clean-up the routing, operations, and the list builder and access control.
