Better support for config translation

Problem/Motivation

When enabling Drupal core's config translation, it looks for the route entity.TYPE.edit_form but we may not always have that. We need to make sure that we always have that route, but also we can't have it twice.

The translation link is already available in the entity operations. We should also make it available as a local task, together with other local tasks for e.g. view, edit, and delete.
