Test to make modeler_api available for Drupal 10.4

Problem/Motivation

The plan has been to only support Drupal 11.2 and later. But the AI Agents would like to use the Modeler API simply for managing the entity collection, the routes, permissions, and all the other things that are included in modeler_api.

The bpmn_io modeler 3.0 will not be back ported, but that would be sufficient.

Proposed resolution

Let's see what needs to be adjusted, maybe only the BC layer for OO hooks.

This is potentially the last issue before we can go beta.

Good news: Modeler API also works with Drupal 10.4 - and at the same time I've now also made everything to let it properly work even if no modeler is available at all. This way it can simply function as a UI provider for model owners.
