Adding an included adjustment shouldn't lead to the order total recalculation

I've been recently doing some Blackfire profile around add to cart requests on a Headless site and noticed the order total recalculation is happening very often.

The order total is recalculated every time we add an adjustment, we can't really skip that... Except if the adjustment being added is already included since an included adjustment should not affect the order total. MR to follow.
