Drupal 10.5 tooltip broken, cannot edit embedded entities

Problem/Motivation

After updating to Drupal 10.5, the entity embed context menu (tooltip) is no longer displaying properly in CKEditor. Instead of showing the expected gear icon and context menu when clicking on embedded entities in the WYSIWYG editor, only a weird arrow icon appears.

Steps to reproduce

  • Update Drupal core to version 10.5
  • Navigate to any content type with a CKEditor field that supports entity embeds
  • Create or edit content with an existing entity embed
  • Click on the embedded entity in the CKEditor interface
  • Observe that the context menu/tooltip does not appear as expected
