Empty "public:" and "private:"

Problem/Motivation

It's fixed in https://www.drupal.org/project/openintranet/issues/3528682 📌 Empty "public:" and "private:" dirs and empty "0" file when installing drupal Active but it's a wrong way to solve this issue.

Above solution only removes empty directories at the end of the installation. Directories should not be created at all during the installation, the cause should be found and fixed.
