Remove the `access toolbar` permission from the content editor role

The starter recipe grants the access toolbar permission to content editors, because:

# We need this permission because Toolbar is enabled by Gin Toolbar.

That's not the case in Gin Toolbar 3. We should remove the permission, and conflict with any version of Gin Toolbar older than 3.
