citeproc-php library dependency needs maintainers

Problem/Motivation

Per https://github.com/seboettg/citeproc-php/discussions/200 , the maintainer of citeproc-php, a dependency of this module, is requesting support.

Adding this to the Bibcite issue queue for visibility, tracking, and in hopes that people using this module might step up to help maintain that library
