Problem/Motivation

As discussed in ✨ SEO Tools recipe should automatically reapply itself every time a content type is created Active it would be helpful to have an action plugin that can execute config actions.

Proposed resolution

As proposed in #18 ✨ SEO Tools recipe should automatically reapply itself every time a content type is created Active of the other issue, we should implement a config form for action ID, config name and data.
