Improve "AI Agents Settings table"

As of now, the fields in the AI Agents Settings form are not displayed in a coherent order.
The link to delete an agent is not visible (and require to display the edit form to access the delete link).
When the Explorer is enabled, it adds one more link

My suggestion is to review the order of the fields (to be more consistent with Views for example). Then to display the links as "Operations" dropdown.
