Define a schema the the modeler_api

Problem/Motivation

Configuration inspector is showing one error on the status reports page for the modeler_api.settings: `owner_modeler` is not a supported key.. And modeler_api.schema.yml currently looks like only a placeholder. @jurgenhaas already confirmed that the schema is not defined yet.
