Enable GitLab CI and add composer.json

Problem/Motivation

Enable GitLab CI with the official template and opt-in to tests of previous major core version. This way, the ci runs for Drupal 10 and 11 (at this time).

Also add a bare bones composer.json. This simplifies local development (i.e., composer symlinks).

Just the very basics. Interestingly phpstan detects the D11 issue ( 🐛 Drupal 11 compatibility Active ).
