Remove dms/phpunit-arraysubset-assert

Problem/Motivation

This package is a development dependency that we're using in some of our test coverage. Unfortunately it's not yet compatible with PHPUnit 11 and the maintainer has been slow to respond. Since we're not using it extensively, I think it makes sense to just remove it in favor of more direct assertions.
