It looks like 3.x only supports migrations from Drupal 7 workbench moderation to content_moderation.
The 2.x branch has the Drupal 8+ migrations but it is not currently installable because it has a core version requirement on 8.x.
There are still people looking to migrate from Drupal 8+ wb to cm so can we please re-publish the 2.x branch and if possible make it compatible with ^10 + ^11
