Create a Entity Reference view of users that have contextual access to a node based on their access to the node.

Problem/Motivation

I would like to create a view of type Entity Reference of users that have contextual access to a node based on their access to the node.

So for example:

1. Create an Entity Reference view that lists users names
2. Create a Reference field on a content type of type Dynamic Entity Reference and select the Entity Reference view of users
3. Create a node of this content type and assign it to a Workbench Access Section
4. Edit the node and select one of the users from the Dynamic Entity Reference field. Users displayed in the list should only be users that have access to the node based on the Workbench Access Section selected on node creation.

Is there a way to do this already in views? If so how? If not.. what would it take to make it possible?
