Make it possible for the Messenger service to suppress plural-formatted messages

It's currently possible to suppress normal messages with our specialized Messenger, but pluralized messages are harder since their internal structure is not a single message, but a conglomeration of the singularized and pluralized versions. Let's add a method, Messenger::rejectPlural(), to handle that case.
