[far backport] drupal_cms_admin_ui should allow Gin 5 so as not to block updating to Drupal 11.2

Problem/Motivation

According to #3503575-16: Integrate Gin with the new Navigation Top Bar → , Gin 5 will soon be branched in order to support Drupal 11.2, which contains a compatibility break in the Navigation module.

As with 📌 [far backport] drupal_cms_starter should allow Automatic Updates 4, to facilitate going to Drupal 11.2 Active , this will block sites on Drupal CMS 1.0.x and 1.1.x from updating to Drupal 11.2. Therefore, we need to widen the constraint in drupal_cms_admin_ui and tag new releases of it.
