Problem/Motivation

It turns out that the Drupal CMS project template is not translatable on localize.drupal.org because...we ship a zip file (auto-generated by our CI process), not a tarball, and localize.drupal.org only supports tarballs.

Proposed resolution

Adjust the drupal.org release CI job so that it also outputs drupal-cms.tar.gz, in addition to drupal-cms.zip.
