Allow model owners to alter the model config form

Problem/Motivation

The modeler API utilizes modelers to build a metadata config form of a model. This form should be passed to model owner so that they can alter them.

Example use case: the AI Agents have their model ID and label contained in the start event, so that should not be part of the meta data form.
