Add modes (edit, view, log-view) and permissions

Problem/Motivation

The modeler API is capable of utilizing modelers to edit models from model owners. We should also allow for just viewing models and also to prepare it for log review and maybe replay capabilities.

Proposed resolution

Add the extra modes together with their routes.

Also add individual permissions for each combination of model owner, modeler, and mode.
