Exception/Fatal error in SearchStaxConnector::getFile()

It is unclear which exact setups are affected, but in some configurations calling SearchStaxConnector::getFile() (which happens, e.g., via search_api_solr_requirements()) will throw an exception or even trigger a fatal error (depending on the Solr module version) in SolrConfigSetController::getConfigFiles() since the backend is not set).

While we’re at it, we should also fix that this and other methods in the code will also break when using multiple SearchStax servers on the same Drupal site since they use static caching.
