Hi,
I've discussed this with a few members of our board and we think that it's best if the EU has its own project. Once you make it, I can add a link from this project (US) to the EU project.
We're going to do an event in Europe.

There's two options.
1. We setup a separate project for issue credits and all that.
You can clos this issue.
or
2. You can add me as a maintainer on the Drupal 4 gov project, and I'll create the tickets for credits here.
