Expose the updater forms as blocks

Problem/Motivation

Drupal CMS is intending to develop a single-dashboard page for managing updates to installed extensions. The best way to accomplish this in a recipe-friendly fashion would be to have the update forms exposed by Automatic Updates and Automatic Updates Extensions available as blocks. They shouldn't need to change much, if at all (at least not right now) -- just be exposed as blocks to users with the "administer software updates" permission.

This should be done on the 4.x branch and backported to 3.1.x.

Here's how the blocks look if laid out in a dashboard. By no means is this good, or even particularly usable, but it's a start. This MR at least accomplishes what I want it to.
