Ensure debug logging links to the correct edit page

Problem/Motivation

When "Enable debug logging" is turned on, all the links are currently wrong, as well as not having a reference to the correct Rules config entity to edit.

Steps to reproduce

Enable debugging on a view, and attempt to click the "edit" links.

Proposed resolution

Ensure links are correct.

Remaining tasks

Provide issue fork.

User interface changes

Links no longer 404.
