Theme local actions block

Problem/Motivation

Local actions are rarely used, but modules like the "Feeds" module does use them, and the default theming looks poor.

Steps to reproduce

  1. Install Rivet theme.
  2. Install feeds.
  3. Create a feed type.
  4. Create a feed instance.
  5. View the local tasks: "Import", "Import in background", and "Delete items".

Proposed resolution

  • Style local tasks as a Rivet segmented button group.
  • Add Rivet Icons SVGs (from https://github.com/indiana-university/rivet-icons) to the theme so we can use them in inline SVGs.
  • Use the appropriate Rivet Icon based on the text in the action link.
