Allow password reset emails

Problem/Motivation

Requests for one-time login links through Drupal's default "Forgot Password" form are being captured on the Mail Safety dashboard. This can potentially cause users to become locked out of the system.

Steps to reproduce

Submit your email address to request a one-time login link through Drupal's default "Forgot Password" form.

Proposed resolution

Add a configuration option to automatically allow one-time login link emails to pass through.
