Upload destination defaults to public

Problem/Motivation

When you replace an uploaded file and the setting "overwrite original file" is off and upload destination is not "public", you expect the new file to be stored in the same destination as the original file. Only it is not. It is always stored in the public directory.

Steps to reproduce

Create a media file and store the file in the private directory. Then set the option "overwrite original file" to off. Then upload a replacement file. The new file is stored in the public directory.
